Susan Sanchez, president, presiding, called the meeting to order at 5:20pm.
President's report: Susan Sanchez asked new members and first time attendees to identify themselves, so that they could be welcomed to the meeting and the College on Simulation Community. In particular, simulation experts from the Construction Engineering community that have decided to join INFORMS-CS were welcomed. Individuals that were not yet members were invited to take advantage of a special offer for WSC attendees that have not been members of INFORMS-CS to gain the first two years of membership for the price of one. Also noted was that Springer, the publisher of the 2003 Best Publication by Peter Haas, was contacted after the award was decided. Springer kindly offered to sponsor part of the refreshments.
Susan indicated that the college plans to file an application soon to become a society of INFORMS, which requires 500 members.
Susan thanked the community for being able to serve as a college officer, and asked for nominations for the following three officer positions: Vice President, Secretary, and Treasurer. For a number of years the Secretary and Treasurer have been the same person, but the College Bylaws specify that these are distinct positions. Self-nominations are welcome for these three positions.
The minutes of the College meeting at the Atlanta Fall 2003 conference were approved by a show of hands.
Vice President's report: Russell Barton thanked Susan Sanchez for her service to the College on Simulation, which was accompanied by a round of applause. A major role of the vice president is to organize sessions for conferences, and volunteers were requested for those that want to organize sessions at Banff (INFORMS/CORS) and Denver (INFORMS Fall 2004). He reported that there were 8 sessions sponsored by the INFORMS-CS at the Fall 2003 INFORMS conference in Atlanta. Some were joint with the Section on Quality, Statistics and Reliability. Hong Wan presented in one of those sections and was awarded the QSR Best Student Presentation award. Russell also noted that the May Conference continues to focus on applications and practitioner issues rather than theory, and that it continues to be successful.
Jim Wilson noted that the IIE conference and the CORS/INFORMS conference are scheduled at the same time. Since many individuals are associated with both organizations, some better planning may be required in the future to avoid this time conflict.
An attendance sheet was circulated as all attendees introduced themselves.
Secretary/Treasurer Report: Steve Chick gave membership statistics, including demographics. Membership has historically increased to just about 500 in December for the last several years. Of those who filled in the data in the membership application for members as of Nov 2003, the membership counted 318 INFORMS members (nonretired, nonstudent); 17 Retired members; 119 Student members; 15 Subdivision only; 107 non-U.S. members (all continents except Antarctica). In terms of affiliation, there are 62 listing Corporate; 31 Consulting; 26 Practice; 32 Government; 66 Engineering Schools; 31 Business Schools; 197 Unspecified Academic; 31 Other, a very diverse and healthy membership base. Finances stabilized somewhat after two years of shortfall due to lack of WSC Seed Money return. In part this is due to anonymous donations to the college. Jim Wilson noted that the WSC was faring much better financially this year relative to the difficulties of the previous year.
Newsletter Editor Report: Shane Henderson indicated that he had nothing to report.
Journal Reports: Susan Sanchez indicated that the INFORMS Journal on Computing was really improved over the last few years, largely due to the leadership of David Kelton, and thanks were extended to the coeditors. Jim Wilson indicated that under David's leadership the journal was significantly improved both financially and in terms of ISI impact factor. There were no reports for the Operations Research and Management Science simulation subareas.
WSC 03 Report: Doug Morrice reported that the conference was going well. There were representatives from 27 different countries out of 470 registrants at the time of the count (attendance was eventually more like 550). Doug reported that he was named as Program Chair late in the process, but was well supported by the WSC board. He expressed thanks to the WSC Board, the Program Committee and the Coeditors Paul Sanchez and Steve Chick. Susan Sanchez responded by extending thanks to Doug for his outstanding service. Attendees supported the sentiment with a round of applause.
Awards: Tom Schriber indicated that there would be no Lifetime Professional Achievement Award (LPAA) this year, but that nominations could be sent to him for next year's award, and he encouraged people to think about potential nominees. Jim Wilson indicated that the nominations require a fair amount of information gathering.
David Goldsman introduced Barry Nelson, the 2003 Distinguished Service Award recipient, by highlighting just a few of Barry's numerous contributions to the service of simulation, including service in the College on Simulation, the Winter Simulation Conference, and in representing the simulation field so well in the broader research community. Barry gave a short, eloquent thank you speech and reiterated his commitment to service and work in the simulation community.
The Outstanding Simulation Publication Award was awarded to Peter Haas for "Stochastic Petri Nets: Modelling, Stability, Simulation", 2002, Springer. Barry Nelson summarized the reasons why the book was selected and recommended it for simulation researchers. Next year, nominations for the Outstanding Simulation Publication Award should go to David Kelton. Self-nominations are fine, and nominations may be brief.
PhD Colloquium: The WSC PhD Colloquium is sponsored by the INFORMS College on Simulation each year. Participants were introduced to all and presented with certificates of participation and check for WSC '03 student registration fees. They are also presented with a year-long free membership in INFORMS-CS. Jim Wilson stated that PhD colloquium participants also receive a copy of the IIE volume in honor of Alan Pritsker, and asked for appropriate addresses to send them.
CUM/W: Susan Sanchez announced that Martha Centeno hosted the ladies that participated in the PhD colloquium for an INFORMS-CS sponsored Committee on Underrepresented Minorities and Women lunch. The occasion provided recognition and a means to further build social networks.
Simulation Archive: Jim Wilson announced that the simulation archive received several generous donations. Forty boxes of Alan Pritsker's books were added to the collection, and Julian Reitman and his wife visited Jim and presented many documents for the archive. Bob Sargent filled a UHAUL with 125 boxes of books, proceedings (including a mint condition set of WSC proceedings). Dick Nance is planning a donation in 2004.
NCSU added these generous gifts to the Simulation Archives, which is recognized as being sponsored by the INFORMS College on Simulation. Cataloging is being done as it can be done. Jim Wilson indicated that support would be appreciated. Russell Barton expressed thanks to Jim Wilson, Bob Sargent and all the generous donators to the archive.
Fellows: Russell Barton contratulated George Fishman and Lee Schruben for their election as fellows, which is limited to 0.15% of the active membership in any given year.
New Business: During the past year, Jim Wilson and David Goldsman donated $300 to help sponsor the Simulation Archive. Susan Sanchez proposed that the College on Simulation itself sponsor the simulation Archive for $300 per year. Jim Wilson said that this would be helpful to provide part time support for archiving and cataloguing all of the documents. The College voted to approve a $300 donation in 2004 to help support the installation and maintenance of the Archive.
INFORMS Society Status: Assuming that the membership is above 500 in January, the College on Simulation will apply for Society status in INFORMS. Becoming a Society is important as it bring with it greater representation within INFORMS. (INFORMS will be managing logistics for WSC for the next several years.) The question of the name of our organization arose, as "College on Simulation" is confusing for an INFORMS Section and would be potentially more confusing as a Society name. Two schools of thought were identified. One maintains that there is a brand image associated with "College on Simulation", and that the brand image should be retained. The other line of thought is to find a more readily recognizable name. Susan noted that a search with google indicated that a number of other organizations use the acronyms ICS, OCOS, and ISS. Bob Sargent moved (1) that we proceed with submitting the paperwork necessary to become a society, (2) that the name "INFORMS Simulation Society" be adopted, and (3) that the President appoint a committee to prepare appropriate amendments to the bylaws for vote at the next business meeting. The motion was seconded and after some discussion was unanimously passed. Susan noted that changes to the Bylaws require an official vote at a business meeting, and requires "written distribution [of changes] 30 days prior to the next business meeting, followed by discussion at the meeting and then a formal vote."
The meeting was adjourned at 6:30pm and was followed by refreshments.
