Report on the INFORMS College on Simulation Business Meeting
2000 Winter Simulation Conference, December 12, 2000

The meeting was called to order at 5:15pm by John Charnes, President. He introduced the new officers, Susan Sanchez, Vice President/President-Elect and Russell Barton, Secretary/Treasurer. The 52 attendees along with emails are listed below. He announced that INFORMS was expecting 3000 attendees for the Fall 2001 conference in Miami.

Secretary/Treasurer’s Report: Susan Sanchez reported that minutes for past meetings were available online as part of the College newsletter. She also presented the Treasurer’s report and mentioned that the College received $2000 from WSC’99 in addition to the return of the $2,000 seed money.

Upcoming Meetings: As Vice President, Susan Sanchez requested members to consider submitting a paper or tutorial or organizing a session for two upcoming conferences, the International INFORMS Conference in Hawaii in June and the Fall INFORMS National Conference in Miami November 4-7. Deadline for organizing a session for the Hawaii conference was set at January 15, 2001.

Newsletter: Steve Chick and Shane Henderson reported that the Newsletter has moved to an electronic version available at the INFORMS-CS web site, www.informs-cs.org. The College will mail the few copies to members who do not have Internet access. Shane Henderson apologized to any members who received a virus through College Listserv e-mail.

Web Page: Jim Wilson reported on the College web page. Jim Wilson reported on the College web page, and announced that past WSC proceedings have been placed on the site. Felisa Vasquez-Abad will continue as Web Editor and Jim Wilson and Dave Goldsman remain as consultants. Jim asked for new volunteers with a fresh perspective. The contract for web support will continue with Walpole Software. INFORMS has offered to provide web space for the College. David Kelton said that the INFORMS site has security and the ability to read IP addresses.

Award Committees: Dave Goldsman reported that the Lifetime Professional Achievement Award Committee did not select a nominee for the award this year. Perwez Shahabuddin announced that James Propp and David Wilson were selected for the Outstanding Publication Award. David Kelton announced the Distinguished Service Award winner was Felix Breitenecker of the Vienna University of Technology. Martha Centeno reported that the Committee for Under-represented Minorities and Women was sponsoring four students for WSC’00, from Florida International University, the University of Central Florida, and the University of Puerto Rico at Mayaguez.

Journal Editors’ Reports: David Kelton presented the Area Editor’s report for the INFORMS Journal on Computing for Michael Taaffe. He announced that Susan Sanchez would be the new area editor effective January 1, 2001. Michael Fu reported that there were no changes in the status of papers submitted to Operations Research since the last College Newsletter.

WSC’00 Report: Barry Nelson reported as a new member of the WSC Board. As of the time of the INFORMS College business meeting, there were 712 paid attendees and 840 total attendees, setting a new record for non-Washington D.C. sites for the second year in a row. The Proceedings had the largest number of papers and pages ever. INFORMS continues to be well represented at WSC. TeX expertise is needed to help develop future WSC paper templates.

Old Business: John Charnes showed the current and proposed versions of Article VII.1 of the College Bylaws and asked for a motion to adopt the new version (see the minutes from the San Antonio business meeting for more discussion).

Current Bylaw: Business meetings of the College shall be held at least three times each year in conjunction with the Fall and Spring meetings of INFORMS and the Winter Simulation Conference. A quorum for business meetings shall be fifteen members or five percent of the total membership, whichever is less.

Bob Sargent moved that the proposed change be accepted, and Russell Barton seconded the motion. There were a number of questions and suggestions in the discussion that followed. John Charnes made it clear that the intention was not to discourage practitioner participation (the Spring INFORMS meeting is now practitioner-oriented with invited sessions only). He said that a meeting certainly could be held at the Spring INFORMS meeting. A show of hands indicated that only two people at the WSC business meeting planned to attend the Spring INFORMS meeting. Susan Sanchez suggested that an e-mail notice could be sent about a meeting, and Barry Nelson said that he would be at the Spring INFORMS meeting and would be willing to chair a College business meeting. David Withers pointed out that there could simply be a ‘Birds of a Feather’ (BOF) meeting for which a quorum is not required.

The motion to accept the bylaw change was approved unanimously by voice vote.

New Business: Jim Wilson announced that 100 extra issues of the IIE Transactions special issue honoring Alan Pritsker had been ordered for approximately $4 each, plus shipping. Jim conducted an e-mail survey on the quantity of extra copies that the College the College should purchase extra copies to send to members. The results of the survey are in Table 1.

Jim Wilson’s informal recommendation was to buy an additional 300 copies. In the discussion that followed, a number of alternative suggestions were discussed. David Withers made a motion to purchase sufficient copies for the current membership plus 50. The motion was defeated with only one in favor. Bob Sargent moved that the College purchase 100 copies plus a sufficient number for all student members plus enough to cover anticipated individual orders. The motion was seconded by Shane Henderson and passed with only one opposed.

New Business: Keebom Kang moved to rename the Lifetime Professional Achievement Award as the Pritsker Lifetime Professional Achievement Award. David Withers seconded the motion. There was discussion about whether to rename this existing award or to create a new award in his honor. John Charnes tabled the motion.

The Meeting was adjourned at 6:15pm.
