Minutes of the INFORMS College on Simulation
Spring 1997 Business Meeting

San Diego

Attendees: Dean Hartley, Barry Nelson, Sheldon Jacobson, Marvin Nakayama, Stephen Chick, Halim Damerdji, Chuck Reilly, Bruce Schmeiser, Gordon Clark, Theodore Allen, Peter Haas, John Charnes, Jeff Tew.

The meeting was called to order at 6:28 PM by President Jeff Tew.

Jeff announced the nominations for offices that were listed in the Spring 1997 Newsletter.

The minutes from the business meeting in San Diego at WSC96 that appeared in the Spring 1997 Newsletter were amended as follows. The last paragraph in the Old Business section (begins with "Dean Hartley moved...") was removed, and replaced with "The motion to approve the proposed Lifetime Professional Achievement Award as stated in the document Jim Wilson distributed was passed by the college." The amended minutes were approved.

Treasurer's Report. John Charnes reported that the college has on hand $14,442.60 in an interest-bearing checking account at Mercantile Bank, Lawrence, KS, and $5,370.05 in an account at INFORMS, giving a total net worth of $19,812.65.

Vice-President's Report. Jeff read a message from Mike Taaffe stating there will be two college-sponsored sessions at Dallas, which were organized by David Kelton and Jim Wilson, Jeff Tew will try to organize another session. Jeff sent around a sheet to sign up for sponsored sessions.

Newsletter Editor's Report. Jeff read a message from Diane Bischak stating (1) Everyone should have received the Spring Newsletter in the mail. It will also soon be available on the College web page in pdf [Adobe portable document] format, which provides a much nicer viewing experience than html format does. There will also be directions to the web site where Adobe Acrobat Reader is publicly available to read pdf format; (2) There will be a clarification in the next Newsletter regarding the fact that Peter Glynn did not actively take part in the selection of Perwez Shahabuddin as the Outstanding Publication Award recipient. Although a member of the Outstanding Publication Award committee, Peter scrupulously avoided any conflict of interest arising from his role as Perwez's advisor at Stanford by withdrawing from the committee; and (3) Thanks to Russ Barton for his help on the Newsletter and in chairing the ad hoc committee on the College web page.

Old Business
Report from the Selection Committee for the INFORMS/CS Distinguished Service Award: In March 1997 the Call for Nominations appeared on the college's home page and in EUROSIM NEWS. In April the Call for Nominations appeared in the INFORMS/CS NEWSLETTER and in OR/MS TODAY. In May the Call for Nominations will appear in IIE SOLUTIONS, SIMULATION, and SIMULATION DIGEST. So far the Selection Committee has received one nomination for the Distinguished Service Award. The deadline for submissions is September 1, 1997 to Jim Wilson.

Sheldon Jacobson reported that this year's Outstanding Publication Award committee consists of Peter Glynn, Richard Fujimoto, and Sheldon Jacobson.

It was noted that reports from the simulation area editors of Management Science, Operations Research, and INFORMS Journal on Computing appear in the Newsletter. Barry Nelson reported further that Operations Research wants to initiate an on-line extension of the journal. Members are encouraged to think about including electronic material (data, programs, etc.) with submissions to Barry. If a paper is published, its electronic extensions will be put on a server maintained by INFORMS.

Barry Nelson on WSC97: There were 212 contributed submissions. Ward Whitt will be the keynote speaker. Things are flowing smoothly. All speakers in the Ph.D. colloquium will appear in the poster session, which will be held in a prominent place.

Jeff Tew summarized Russ Barton's report from the ad hoc committee on Web site. The full report will appear in the Fall '97 Newsletter. One of the report's recommendations is to appropriate $150 monthly for maintaining the Web site. Jeff suggested that this recommendation be put up for vote at the WSC'97 business meeting.

Barry Nelson made a motion to pay Peter Welch up to $1,000 to enhance the current Web page. This does not bind the college to a permanent contract with Peter Welch, and the college will own all products of Peter's work The motion carried.

Barry Nelson asked to see a record of cash inflows and outflows during 1994 to 1996 to see if dues should be raised. Bruce Schmeiser moved that the annual dues for all members be raised to $7.50 for non-members of INFORMS, $6.00 for INFORMS members, and that student and retired member dues remain $2.00 per year. The motion carried.

Gordon Clark reported on the Lifetime Professional Achievement Award selection committee, consisting of Gordon Clark, Steve Roberts, and Dave Goldsman. Gordon called for nominations.

New Business
Dave Goldsman's Proposed Bylaws of the College were distributed. These appeared in the Spring 1997 Newsletter. Dave moved that a referendum on the Proposed Bylaws be conducted in the Fall 1997 Newsletter. The motion carried.

Dean Hartley requested that the College apply for society status with INFORMS. This will be brought up for vote at WSC'97.

There was a short discussion of a standard set of keywords for WSC papers. Barry will look for a standard set of keywords developed by others, but indicated that the College might have to develop a suitable set of keywords for simulation papers.

The meeting was adjourned at 7:34 PM.
