President's Message

The College continues to undergo a number of significant changes related to the recent ORSA/TIMS merger. We are now (officially) the Institute for Operations Research and the Management Sciences College on Simulation (InfORMS/CS). Other operational changes continue and certain issues still need to be discussed.

One of the most important issues involves our representation on the Winter Simulation Conference Board. It is my belief that this matter has been resolved in a way that will greatly benefit the College. Under the "old" plan, profits (and losses) from the WSC have been divided up among the sponsoring organizations in such a way that both ORSA and the College each received a 1/7th share of the proceeds. However, by referring to the WSC Board by-laws, the Board determined that it must now regard InfORMS (the new incarnation of ORSA and TIMS) and the College as a single sponsor. (Actually, the Board generously deferred implementation of this decree until 1996, thanks to the efforts of many people, including Bob Sargent, Bruce Schmeiser, and Jim Wilson.) The Board left it to the College and InfORMS to decide how to divide the 1/6th share of the WSC proceeds that will now be allocated to the combined InfORMS and College sponsorship entity. InfORMS, in turn, has generously agreed to give the College the full share. So we came out ahead, gaining an additional 1/42 share of the WSC proceeds! Thanks to everyone for all of the hard work that went into resolving the problem.

There is still a little work to do. How are the InfORMS and College Board members going to be selected in the future? Will there be just one representative between InfORMS and the College? Will we split votes among two representatives?

as well as a new improved page for the 1995 Winter Simulation Conference, http://www.isye.gatech.edu/org/informs/wsc95.

Webmaster Peter Welch has designed the page to be a general source of information and WWW references for the simulation community. Please take a look at the page at your earliest convenience and send us your comments.

Our standing committees are as follows. The Distinguished Service Award Committee consists of David Kelton, Alan Pritsker (Chair), and Steve Roberts (our most recent recipient). The Publication Award Committee is made up of John Fowler, Paul Glasserman (Chair), and Richard Fujimoto (last year's recipient). The Committee on Underrepresented Minorities and Women consists of Sigrún Andradóttir, Darrell Donohue, Susan Sanchez (Chair), and Jorge Romeu.

Editor's Corner

I trust that all of us who attended the recent INFORMS meeting in New Orleans have by now digested any alligator and cheese omelettes we had for breakfast, put away our Mardi Gras beads until the next trip, and recovered from any untoward circumstances encountered on Bourbon Street after the sessions, because it's time to get ready for the annual premier gathering of simulation researchers and practitioners, the Winter Simulation Conference, to be held this year at the Hyatt Regency Crystal City in Arlington, VA.

This issue of the newsletter reports on some new faces that you might see at WSC. The Committee on Underrepresented Minorities and Women, chaired by Susan Sanchez, has offered support to five individuals for attending the conference. Their names and affiliations are listed inside.

Along with our usual features, such as editorial status reports from Management Science from Pierre L'Ecuyer and Jim Wilson, Operations Research from Barry Nelson, and ORSA Journal on Computing from David Kelton, we have included in this issue a printout of the college's World Wide Web home page so that those of you who are not yet cyberspace initiates can see what you're missing, and will be enticed into browsing our Web site. 6. Report on WSC Ph.D. Student Colloquium. We have 5 submissions so far. Hurry up and contact Enver Yuçesan if you would like a spot in the Colloquium.

7. Report on Standing Committees. The Distinguished Service Award and Outstanding Publication Award Committees have made their decisions for 1995. The awards will be announced at the opening session of WSC.

8. Status Report on 1995 Winter Simulation Conference. Everything is in place, including over 200 presentations, a special military track, and Wednesday afternoon vendor short courses. Bring your friends.

STATUS REPORT ON THE SIMULATION DEPARTMENT OF
OPERATIONS RESEARCH

In 1995 there have been 7 submissions, of which 3 have been rejected, 3 are in revision and 1 is in review. Overall, there have been 11 submissions, 6 rejections, and 4 papers in revision since the change in Area Editor, with an average review time of 4.5 months. The short turnaround time is due largely to Associate Editors Peter Haas, IBM Research; David Kelton, University of Minnesota; Susan Sanchez, University of Missouri-St. Louis; and Mike Taaffe, University of Minnesota.

The Simulation Area of Operations Research publishes high-quality papers describing advances in the theory and practice of system simulation. Four copies of the paper, along with a signed Copyright Transfer Agreement and Statement of Contribution should be submitted to the Area Editor at the address below. The Copyright Transfer Agreement can be found in Volume 42, Number 6 (1994); the Statement of Contribution form can be found in Volume 42, Number 6 (1994). These forms must be submitted before the review can begin. Electronic submission of self-contained TeX or LaTeX files is permitted, except for the Copyright Transfer Agreement, which may be faxed.

College to Sponsor WSC Attendees

The INFORMS/CS Committee on Underrepresented Minorities and Women is again sponsoring several students and faculty members to attend the 1995 Winter Simulation Conference in Arlington, Virginia on December 36, 1995.

The award is made to students and faculty members who are women/minority, and to faculty members who teach at predominantly women's or minority colleges. In all cases, the award is limited to student and faculty members who have not previously attended the Winter Simulation Conference, and will not be coauthors of a presentation at the 1995 conference. Awards range between $100 and $300 depending on the situation, and can be applied towards registration and other expenses. This year's awardees are:

STATUS REPORT ON THE SIMULATION DEPARTMENT OF
MANAGEMENT SCIENCE

Since the first of this year, 5 new papers have been submitted to the Simulation Department of Management Science; and editorial work has been completed on 12 papers, with 4 papers accepted, 6 papers rejected, and 2 papers withdrawn. For some reason, we are observing a decrease in the submission rate. The average submission rate has been 20 new papers per year over the past five years.

Currently the Simulation Department has 18 papers in process, including 4 "late" papers, for which more than 6 months have elapsed without editorial feedback being provided to the author(s). We are doing the best we can to eliminate these late papers, and we would greatly appreciate the cooperation of all referees in helping us achieve this goal.

The Simulation Department needs more submissions! We seek high-quality papers dealing with any aspect of system simulation that is relevant to the practice or theory of management science. Authors can submit their paper to the Departmental Editor
