President's Message

The coming year marks a period of change for the TIMS College on Simulation. At the very least, we will probably have to alter our name as a result of the ORSA and TIMS merger into the INFORMS organization. We will also have to deal with more important issues arising from the ORSA/TIMS merger. For instance, how will the College on Simulation be represented within the sponsoring structure of the Winter Simulation Conference? Of course, the College on Simulation has a vibrant and enthusiatic membership-one that will be able to meet any coming challenges and to continue enhancing our standing academically and professionally.

I am happy to report the results of our recent elections for officers:

Please join me in congratulating Jeff, Sheldon, and Doug on their hardfought victories, and in thanking them for the time and energy that they will spend on behalf of the College on Simulation! Special thanks go to our new PastPresident, Barry Nelson. He did a wonderful job as President, and his many accomplishments will benefit the College and our profession in the best positive ways for years to come. Barry's devotion to our organization is unequalled.

The important work of our standing committees continues. The Distinguished Service Award Committee consists of David Kelton (Chair), Dick Nance, and Alan Pritsker. The Publication Award Committee consists of Luc Devroye, John Fowler (Chair), and Paul Glasserman. The Committee on Underrepresented Minorities and Women consists of Sigrún Andradóttir (Chair), Diane Bischak, Darrell Donohue, and Susan Sanchez.

I look forward to working with you during the next two years, and I hope to see you at the Detroit ORSA/TIMS, Orlando WSC, and future INFORMS meetings!

Editor's Corner

This is probably the last issue of the TIMS College on Simulation Newsletter. The January 1 union of TIMS and ORSA as INFORMS means that the college will likely undergo a name change along with our parent organization, and if so the Newsletter's title will change too. However, we will continue to publish the Newsletter under a new title and bring you all the simulation news that's fit to print, in the manner to which you're now accustomed.

While many details of the INFORMS merger have yet to be worked out, we do have some information from the INFORMS merger managers reported in this issue of the Newsletter along with our regular features. You will also find in this issue an application for members of underrepresented minorities and women to obtain partial funding for attending this year's Winter Simulation Conference in Orlando. I urge you to copy and post at your workplace the accompanying announcement of this opportunity to help get the word out for the college.

We are always looking for other interesting items to include in the Newsletter, so please send your paper abstracts, book reviews, announcements, suggestions, letters to the editor, and other material to Associate Editor Diane Bischak or me. We accept material through any medium but prefer electronic submissions. The editorial deadline for the Spring issue is 15 March 1995, but why wait until then? Send it now before you forget!

I would like to thank former editor and now Vice-President/President-Elect Jeff Tew for his efforts in overseeing the publication of the Newsletter during the past two years. I would also like to welcome Diane Bischak to (be) the editorial staff. She and I will strive to continue the fine tradition established by our predecessors in bringing you a high-quality Newsletter.

Status Report on the Simulation Department of
Management Science

Since the first of this year, 16 new papers have been submitted to the Simulation Department of Management Science; and editorial work has been completed on 11 papers, with 3 papers accepted and 8 papers rejected. To put these figures in perspective, we note that the submission rate to the Department has averaged about 21 papers per year for the last 6 years, with an acceptance rate of about 1/3.

Currently the Simulation Department has 26 papers in process, and no papers are late. A paper is considered late when 6 months have elapsed without editorial feedback being provided to the author(s). We are making a concerted effort to eliminate late papers, and we greatly appreciate the cooperation of all referees in achieving this goal.

The Simulation Department seeks highquality papers dealing with any aspect of system simulation that is relevant to the practice or theory of management science. Authors can submit their papers to the Departmental Editor either by electronic mail (in the form of selfcontained TeX or LaTeX files with one file per paper) or by regular mail (with four hard copies of each paper):

1. Barry Nelson called the meeting to order at 5:40 p.m. Self introductions were made around the room.

2. Jim Swain read the minutes from the TIMS/CS meeting at the 1993 Winter Simulation Conference, 14 December 1993. The minutes were approved. Jim read the Treasurer's report, which was also approved.

3. David Goldsman read the VicePresident's report on sponsored sessions. The College sponsored 6 and a half sessions at Boston. Two sessions are planned for Detroit, though a third may be offered. Sessions are being organized for Los Angeles, for Spring 1995 by Christos Alexopoulis.

4. John Charnes reported on the Newsletter. The Spring Newsletter will be mailed 30 April. The Spring issue will contain ballots for elected positions as well as on the amendments to the Bylaws of the College. The editors are still trying to determine the best way to produce the Newsletter.

5. Barry reminded everyone of the nominations for the election and encouraged everyone to vote:

6. Sheldon Jacobson made an announcement for the Ph.D. Student Colloquium, sponsored by the College. He encouraged faculty to nominate Ph.D. Students for WSC 94. Deadline for nomination is November 1. The Colloquium will be Sunday, 11 December.

7. David Kelton reported for the Distinguished Service Award Committee. Copies of the Call for Nominations were distributed. He reminded us that nominations will be due 1 September, and should be sent to David Kelton.

8. Paul Glasserman made the report for the Outstanding Publication Award Committee. The deadline is May 31 and nominations should be sent to John J. Fowler for publications appearing in the last four years (copyright dates 1990 through 1993).

9. Diane Bischak reported on sponsored sessions at the International TIMS meeting in Alaska, June 12-13. Four sessions are being sponsored by the College.

10. Reports from Jim Wilson (past Department Editor) and Pierre L'Ecuyer (Simulation Department Editor) of Management Science. The Department currently has 20 papers in process, of which 1 is late (in process longer than 6 months). The Department has been averaging 17 submissions per year over the last 6 years, and has an acceptance rate of about 1/3 (compared to 1/5 for Management Science overall).

Old Business

11. Sigrún Andradóttir, Chair of the Committee on Underrepresented Minorities and Women summarized the thinking of the committee and made the following proposal:

The TIMS College on Simulation will sponsor up to 10 students and faculty members to attend the Winter Simulation Conference every year. The award is limited to students who are women/minority, and to faculty members who are either women/minority, or who teach at women's colleges or historically black colleges. In all cases, the award is limited to students/faculty members who have not attended the Winter Simulation Conference previously, and who are not giving a talk at the conference. Awards will range between $100 and $300 depending on the situation, and can be applied towards registration and other expenses.

In addition, we propose that the TIMS/CS Committee on Underrepresented Minorities and Women be given a yearly budget of $1000 to distribute between the applicants using the following guidelines:

We define "local" as being within a 100 mile radius of the conference site.

We also recommend that the awardees be invited to have one meal with representatives of the college, preferably on the first or second day of the conference (Sunday or Monday). The committee felt that it was important to attract faculty as well as students to the conference. The proposal was moved and seconded.

There was a brief discussion of the motion. The previous allocation to the committee was $500, now doubled to $1000. The original proposal was not altogether successful. In 1993 the students were already in simulation. The support given to the students selected was their conference registration and small stipend, and dinner. A friendly amendment was made to review the new proposal after two years, and it was accepted. The current application process would continue to be used. The motion PASSED.

12. Andy Seila and Chuck Reilly reported on their Proposal for the donation of WSC Proceedings by TIMS/CS to promote simulation.

One of the activities of the TIMS College on Simulation (TIMS/CS) is to promote simulation and simulation related activities. With this goal in mind, and in light of the current interest in internationalizing WSC, we propose a procedure by which TIMS/CS may donate copies of WSC Proceedings to institutions outside the United States that are otherwise unlikely to acquire copies of the Proceedings and unlikely to be represented at WSC.

The purpose of this proposal is to promote simulation and simulationrelated activities at institutions outside the U.S. through the donation of one copy of the WSC Proceedings to institutions that meet at least one of the following criteria:

Specifically, we propose that members of TIMS/CS may recommend in writing to the President of TIMS/CS, no later than 15 November, that TIMS/CS send a copy of the Proceedings of the upcoming WSC to an institution that meets at least one of the criteria listed above. The President, in consultation with the officers of TIMS/CS, shall designate a priority list of institutions based on criteria that include:

We propose that the number of proceedings that TIMS/CS can donate in any year be limited to 1 per 100 WSC attendees at the previous year's conference. TIMS/CS will order the proceedings in advance from WSC by December 1 and will also pay the packing and mailing expenses to each donee from the site of WSC or other suitable location. We recommend that the donees be listed in the TIMS/CS Newsletter that follows each WSC.

The motion was moved and seconded. During the discussion which followed the motion, it was estimated that the annual cost would be about $250 for the Proceedings copies and the shipping costs. A friendly amendment was added that the proposal would be reviewed in two years. It was suggested that members could provide some evidence of financial need when making their recommendation for a donation. It was also suggested that the recommendation date be moved into the summer so that Proceedings could be ordered prior to printing.

The motion PASSED.

New Business

13. Alfred Jones announced the first international meeting of CISS, the convergence of 16 computer simulations societies in the world is meeting at ETH (Technische Hocschule) Zurich, August 22 to 26, 1994. Included in the conference is MISSION EARTH, a symposium on world wide global sustainability problems.

A particular session will cover management science models for a sustainable world. For further information contact the conference Chair, Alfred Jones (alf@cse.fau.edu).

14. The meeting was adjourned at 6:12 and discussion continued over refreshments.
